Conventional urban drainage treats rainfall as a disposal problem: hard surfaces accelerate water toward gutters, pipes and receiving waterways. Toronto's Green Streets program inserts a different layer of urban infrastructure into that sequence, using planted and permeable systems to capture water near where it falls. [1]
The city defines green infrastructure broadly, but its street applications include stormwater tree trenches, bioretention planters, porous pavement and the bioswale. Each system is designed to interrupt stormwater runoff, giving water time to enter soil or filtering media rather than moving immediately into conventional sewers. [1][2]
A bioswale makes the principle visible. It is a gently sloped, vegetated channel that collects, treats and temporarily stores water. Soil, plants and drainage layers slow the flow, support infiltration and remove some pollutants before water reaches local streams or sewer systems. [2][3]
Toronto's Stanley Greene Boulevard demonstrates how hydrology can share space with transportation design. There, a bioswale separates a multi-use trail from the road while capturing substantial stormwater. At Six Points, stormwater tree trenches redirect road drainage into soil beneath trees, and Byng Avenue combines bioretention with porous concrete. [2]
These projects are attractive because one intervention can perform several jobs. The city identifies benefits including water-quality improvement, urban-tree growth, biodiversity, reduced heat and greater urban resilience to extreme storms. Toronto's screening process therefore considers infiltration rates, existing trees, utilities, stormwater needs, space and equity when road work creates an opportunity for a project. Bundling green infrastructure with scheduled reconstruction can also reduce costs and neighborhood disruption. [2]
