A food-delivery platform solves an enormous logistical problem every few seconds: which rider should collect which meal, along which route, and with what expected arrival time? For customers, this coordination appears as a moving dot on a screen. For workers, the same software can function as a powerful form of management.

China's platform economy employs workers across food delivery, ride-hailing and other digitally organized services. In April 2026, the State Council reported that approximately 84 million people were engaged in what it calls new forms of employment. [1]

Algorithmic management offers genuine efficiencies. Software can process location, demand and travel information faster than a human dispatcher handling thousands of simultaneous orders. Yet optimizing a system for speed can transfer pressure to workers when delivery expectations become difficult to meet.

Chinese regulators have addressed these tensions repeatedly. Guidelines issued in 2021 and 2024 covered matters including minimum earnings, delivery deadlines, social protection, excessive working hours and greater clarity around platform rules. [2][3]

The 2026 guidelines make algorithmic governance more explicit. They call for greater transparency and state that workers should have rights to be informed about, participate in and choose algorithm-related rules. They also urge platforms to set reasonable wages according to tasks and labor intensity. [1]

These policies raise a broader question about modern employment: what counts as management when instructions are generated automatically? A worker can theoretically enjoy flexibility while simultaneously operating within a system that measures location, speed, acceptance of jobs and completion times in remarkable detail.

Food delivery therefore provides a useful window into the future of work. Software can coordinate a city with extraordinary efficiency, but efficiency itself does not decide what a fair working pace should be. That remains a human choice, even when an algorithm calculates the route.
